About International Customs Day
International Customs Day is marked on 26 January every year by the customs services of 187 countries. It remembers the first meeting of the Customs Co-operation Council, held in Brussels on 26 January 1953, which later became the World Customs Organization. In India the day belongs to CBIC officers. In 2027 it falls on Tuesday, 26 January 2027.
Every phone, every bag of imported lentils and every courier parcel that crosses an Indian border passes through the hands of one department. International Customs Day is that department's day, and it is one of the few professional observances that most people have never heard of.
Why is International Customs Day on 26 January?
International Customs Day is on 26 January because the Customs Co-operation Council held its first meeting in Brussels on that date in 1953, with 17 founding countries. The Council created the observance in 1983, on the thirtieth anniversary of that meeting, and renamed itself the World Customs Organization in 1994. In 2027 it falls on Tuesday, 26 January 2027.
The WCO now has 187 member customs administrations, which between them handle more than 98 per cent of world trade. India joined on 15 February 1971.
- 1950The founding treaty

What does a customs department actually do?
A customs department checks goods crossing a country's border and collects the tax due on them. That tax is called customs duty, and it is charged on most goods brought into India. The department also stops what is not allowed in or out at all: narcotics, gold that has not been declared, wildlife products, counterfeit goods, weapons.
The part that surprises people is the paperwork behind it. Every product traded in the world is given a number under a shared system the WCO maintains. Six digits are the same everywhere, and countries add more digits of their own. That number decides how much duty is charged, which is why arguments between importers and customs are usually about which number a product belongs to rather than about the goods themselves.
- Customs duty
- The tax charged on goods brought into the country. Rates differ by product.
- HS code
- The international product number run by the WCO. The first six digits are the same in every member country.
- Bill of entry
- The form an importer files to declare what is arriving and pay the duty.
- Green channel
- The airport exit for passengers who have nothing to declare. The red channel is for those who do.
- Customs broker
- A licensed agent who files documents and clears goods on an importer's behalf.
Who runs customs in India?
Customs in India is run by the Central Board of Indirect Taxes and Customs, or CBIC, which sits in the Department of Revenue under the Ministry of Finance. The same board also administers GST and central excise, so a CBIC officer may spend one posting at a seaport and the next on tax assessment in a city.
| Body | What it does | Where it sits |
|---|---|---|
| CBIC | Runs customs, GST and central excise across India | Department of Revenue, Ministry of Finance |
| Directorate of Revenue Intelligence | Investigates smuggling and commercial fraud | Under CBIC |
| ICEGATE | The online gateway where importers and exporters file documents | Run by CBIC |
| World Customs Organization | Sets the shared product numbering and standards for 187 members | Intergovernmental, based in Brussels |
Indian customs clearance is now largely online. Documents go through ICEGATE, and under the faceless assessment system rolled out from June 2020, a consignment landing in Bengaluru may be assessed by an officer sitting in Delhi who specialises in that class of goods. The importer never meets the person deciding the file.
How is International Customs Day celebrated in India?
CBIC marks International Customs Day with a national function in New Delhi, awards for officers, and a symposium on customs reform. There is a scheduling wrinkle: 26 January is Republic Day in India and a gazetted holiday, so the function is usually held on a working day some weeks later. In 2026 CBIC held the National Symposium on Customs Reforms and the International Customs Day event in New Delhi on 27 February, where 20 officers received the WCO Certificate of Merit.
Officers are honoured twice in the same season, which is easy to confuse. The Presidential Award of Appreciation Certificate for a specially distinguished record of service is announced on the eve of Republic Day. The WCO Certificate of Merit, which comes from the Brussels body, is handed over at the International Customs Day function. The WCO also announces a theme for each year, so check the WCO site rather than a forwarded graphic before printing anything.
What should you write on International Customs Day?
Name the posting. A customs officer's year is defined by where they are placed: an international airport, a container port, a land border check post, a foreign post office, or a desk assessing files. Writing "hope the airport shift is bearable" says more than any line about nation building.
Do
- Name the posting, the port or the shift; it shows you know the work.
- Wish the support staff too: inspectors, sepoys, dog handlers, data entry teams.
- Check the WCO theme on the official site before you print a banner.
Avoid
- Don't joke about bribes or seizures; it is a standing insult in this service.
- Don't ask an officer to help with a personal consignment on their own day.
- Avoid clubbing the wish with Republic Day greetings; give the day its own message.
Related days for people in government service include Republic Day on 26 January, GST Day on 1 July, Civil Services Day on 21 April and National Maritime Day on 5 April.
How to wish someone on International Customs Day
Customs work is mostly invisible until something goes wrong, so a good message names the posting or the job: the airport shift, the land border check post, the container yard, the desk that cleared a consignment on time. Officers in India also juggle this day with Republic Day, so a line acknowledging the double duty lands well.
