About National Consumer Day
National Consumer Day, or Rashtriya Upbhokta Diwas, is marked on 24 December because the Consumer Protection Act, 1986 got the President's assent on that date. In 2026 it falls on Thursday, 24 December 2026. The Department of Consumer Affairs, state food and civil supplies departments, colleges and consumer groups use the day for camps, quizzes and awareness drives about refunds, fake ads and online shopping traps.
Most Indians meet consumer law twice: when a phone dies in the eleventh month of a twelve-month warranty, and when a builder stops answering calls. National Consumer Day is the one day in the year the government spends explaining what you can do about it.
Why is National Consumer Day on 24 December?
National Consumer Day is on 24 December because President Zail Singh gave his assent to the Consumer Protection Act, 1986 on that date. The Act did not start working at once. Most of it came into force on 15 April 1987, and the chapter setting up the consumer redressal forums followed on 1 July 1987.
That law was the first time an ordinary Indian buyer could take a company to a special court without a lawyer and without heavy fees. Lawyers still call it the Magna Carta of Indian consumer law. It was replaced by the Consumer Protection Act, 2019, which came into force in July 2020 and added rules for e-commerce, product liability and a new regulator.
How is National Consumer Day different from World Consumer Rights Day?
They are two different days. National Consumer Day is Indian and falls on 24 December. World Consumer Rights Day is global and falls on 15 March.
The global day goes back to 15 March 1962, when US President John F. Kennedy sent a message to Congress saying consumers were the largest economic group and the least heard. Consumers International, a federation of consumer groups, began marking the date decades later and now sets a campaign theme each year.
| Point | National Consumer Day | World Consumer Rights Day |
|---|---|---|
| Date | 24 December | 15 March |
| Who runs it | Department of Consumer Affairs, Government of India | Consumers International |
| What it marks | Assent to the Consumer Protection Act, 1986 | J. F. Kennedy's 1962 message to the US Congress |
| Where it is marked | India | Many countries, through member groups |
| Typical activity | Camps, college quizzes, a national event in Delhi | One global campaign theme for the year |
What rights does an Indian consumer actually have?
The Consumer Protection Act, 2019 lists six consumer rights: safety, information, choice, being heard, redressal, and consumer education. A right is only as good as the office that enforces it, so the more useful thing to know is which office does what.
- District Consumer Commission. Complaints where the goods or services cost up to 50 lakh rupees.
- State Commission. Above 50 lakh and up to 2 crore rupees.
- National Commission (NCDRC). Above 2 crore rupees.
- Central Consumer Protection Authority (CCPA). Set up in July 2020 to act on misleading ads and unfair trade practices on its own, without waiting for a complaint.
The CCPA also issued guidelines in late 2023 naming 13 dark patterns on websites and apps as unfair trade practices. They have plain names. Basket sneaking is when a seller quietly adds an item to your cart. Confirm shaming is when the cancel button says something like "No thanks, I don't want to save money". False urgency is when a page invents a countdown. Legal writers have pointed out that the guidelines name no penalty, so they are still a warning shot rather than a fine.
How do you complain as a consumer in India?
Start with the helpline, not the court. Many disputes are settled by a company once the National Consumer Helpline forwards the grievance, and that step costs nothing.
- Keep proofBill, warranty card, order screenshot, chat transcript, courier photo. Without a bill, most of the later steps get hard.
- Write to the sellerOne clear email stating what you bought, what went wrong and what you want: repair, replacement or refund. Give a deadline.
- Call 1915The National Consumer Helpline runs 8am to 8pm in 17 languages. You can also use WhatsApp or SMS on 8800001915, the NCH app or the UMANG app.
- File on e-JagritiIf the company does not respond, file online at the consumer commission. e-Jagriti, launched on 1 January 2025, replaced the older e-Daakhil portal and covers every state and union territory.
- Check the feeFor goods or services worth up to 5 lakh rupees, there is no filing fee at the District Commission. You do not need a lawyer to file.
What to write on National Consumer Day
A greeting on this day works better as information than as celebration. Send the helpline number to someone who needs it, or thank a person who does this work.
If civic days interest you, see National Farmers' Day on 23 December and GST Day on 1 July.
How to wish someone on National Consumer Day
A National Consumer Day message is not a festive wish. It works best as something useful: a reminder to keep the bill, a helpline number a parent can save, a thank-you to someone who works in consumer courts or legal aid. Keep it short and practical. For offices and shops, a line about fair dealing and honest labels reads better than a slogan about rights.
Write a few lines in your own words, pick a design and share it as one link on WhatsApp, Instagram or anywhere else. They open an animated card made just for them, with no app and no sign-up.
Language tip: English, Hindi + recipient language.

Frequently asked questions
When is National Consumer Day in 2026?
National Consumer Day 2026 falls on Thursday, 24 December 2026.
Why is National Consumer Day celebrated on 24 December in India?
National Consumer Day is on 24 December because the Consumer Protection Act, 1986 received the President's assent on 24 December 1986. That law first gave Indian buyers a cheap forum to claim refunds and damages without hiring a lawyer, and the date has been kept as the annual observance.
Is National Consumer Day the same as World Consumer Rights Day?
No. National Consumer Day is India's own observance on 24 December, tied to the Consumer Protection Act of 1986. World Consumer Rights Day is a global observance on 15 March, run by Consumers International and traced to John F. Kennedy's message to the US Congress in 1962.
How do I file a consumer complaint online in India?
File it on the e-Jagriti portal, which replaced e-Daakhil on 1 January 2025 and covers all states and union territories. Before that, call the National Consumer Helpline on 1915, since many companies settle once a grievance is forwarded to them.
Is there a fee to file a consumer complaint?
For goods or services worth up to 5 lakh rupees, there is no filing fee at the District Consumer Commission. Fees rise with the value of the purchase, and a complainant is allowed to argue the case without hiring a lawyer.
What is a dark pattern under Indian consumer law?
A dark pattern is a design trick on a website or app that pushes a shopper into a choice they did not mean to make. India's Central Consumer Protection Authority named 13 of them in 2023, including basket sneaking, confirm shaming and false urgency, and treats them as unfair trade practices.
Should you send greetings on National Consumer Day?
A formal greeting is not the custom. The day is used for awareness, so a message carrying the helpline number 1915, a reminder to keep bills, or thanks to someone who works in consumer redressal fits better than a festive wish.
